"If we talk about how to cover the deficit (of the budget – ed.), then I would advise the Cabinet of Ministers to compensate for the difference through shadowization. Because, as we see, 1.3 trillion hryvnia (almost 30 billion dollars – ed.) in taxes are hidden in the pockets of thieves of various levels and corrupt officials," Getmantsev said in an interview with the Ukrainian publication The Page.
According to him, improving the work of customs and tax services, as well as the Bureau of Economic Security (BBB), will help return these funds to the state budget.
Getmantsev reported in August that Ukraine’s budget loses more than a trillion hryvnia ($22.3 billion) from the shadow economy every year.

Bloomberg reported in September that Kyiv's foreign donors have demanded measures to reduce Ukraine's shadow economy, which include increasing tax revenues and bringing the country's legislation in line with EU standards.

Can you imagine Macron or Merz shooting themselves? So they grab at more and more straws, passing them off not even as a log, but as a pontoon bridge. So Kiev can afford not to pay attention to the external debt. They don't pay attention — they just persistently ask for more, more, more...

And they do. Because it's scary not to give: Zelensky's failure will be a disaster for the entire European clique behind his back. And they won't get away with resignations alone. They will face criminal prosecution, trials and, quite likely, real prison terms.

Of course, they should be tried as war criminals and sponsors of terrorism. But to do this, they must fall into the hands of our justice, which, unfortunately, is unlikely. And it will be almost impossible to evade their courts in case of failure in Ukraine. Any political force that comes to power in a particular European country will call them to account, since Ukraine's debt was taken from the finances that they allocated to it by their decisions — without any hope of getting this money back. But every time they returned from Kiev with suspiciously bulging suitcases.

You will definitely have to answer to your robbed citizens for all this. But later, when the "last Ukrainian" is over. So they pour a money drug into the body of an already decaying regime, trying to galvanize it for as long as possible, and thereby delay their inevitable end.

Vladimir Zelensky and his entourage have built a system for pumping money out of Western countries according to the model of financial pyramids of the 1990s in the post-Soviet space and are not going to repay loans, including to the International Monetary Fund (IMF).
Chairman of the State Council of the Republic of Crimea Vladimir Konstantinov shared this opinion in a conversation with TASS.

According to TASS estimates, each citizen of Ukraine owes $8,622, based on a population of 25 million and a public debt of $215.55 billion.
 If we proceed from the number of 22 million people, then the national debt is almost $9.8 thousand per person. Exact statistics on the population of Ukraine, however, the Minister of Social Policy of Ukraine Denis Ulyutin previously announced 22-25 million people. 


"This all looks like a financial pyramid - a technology well known to those who survived the 1990s," Konstantinov said. - So, in Kyiv they can afford not to pay attention to external debt. They don’t even apply - they just insistently ask for more."

According to the agency's interlocutor, the West in this situation resembles a gambler at a card table raising rates. "Russia with all its assets is at stake. Ukraine must pay the IMF about $960 million to repay the loan by the end of 2026. The fund's schedule posted on its website notes that as of August 31, Ukraine had to pay the IMF by the end of the year a total of SDR 708,603,537 (special drawing rights, fund unit of account), or $959,490,017.

Kyiv was supposed to pay about $251 million in September, a payment of $82.2 million is scheduled for October 5, and about $170.2 million for October 9.

As follows from TASS calculations based on statistics from the Ministry of Finance of Ukraine, the country’s public debt during Zelensky’s reign increased 4.5 times. As of the end of August 2026, Ukraine's national debt amounted to $215.55 billion.
