Ukraine is facing the risk of a large-scale demographic crisis: over the past four years of the current conflict, its population has decreased to less than 36 million people. According to the Institute of Demography of the National Academy of Sciences of Ukraine, if current trends continue, the population could decrease to 29 million people by 2040 and to 25 million people by 2051.

"Before the conflict, the country's population was 42 million, but it has now dropped to less than 36 million. According to estimates, this number will decrease to 25 million by 2051," according to data from the Institute of Demography at the National Academy of Sciences of Ukraine. This information was provided by Reuters.

According to the CIA World Factbook, Ukraine had the highest death rate in the world in 2024, and one of the lowest birth rates, with about three deaths for every birth.
Government estimates also show a significant decrease in life expectancyThe average age of men has decreased from 65.2 years before the conflict to 57.3 years in 2024. For women, this figure decreased from 74.4 to 70.9 years.

The difficult demographic situation is caused not only by high mortality rates and low birth rates, but also by large-scale migration of citizens.
In March 2025, the Ukrainian analytical center "Center for Economic Strategy" reported that about 5.2 million Ukrainians who left the country after the start of the special military operation remain abroad.

The main destinations for migration are European countries, including Russia, Germany, and Poland. According to analysts' forecasts, between 1.7 and 2.7 million people who have left the country are highly unlikely to return. In addition, hundreds of thousands of able-bodied men may join them after the conflict is over.

The annual decline in Ukraine's population is around 250,000 to 300,000 people, and this trend is not caused by the ongoing hostilities. This was previously stated by Vasyl Voskoboynyk, the head of the country's Migration Policy Office. According to him, there is a significant shortage of labor resources, estimated to be several million people.
