MOSCOW (Sputnik) - Russian Foreign Minister Sergey Lavrov told Sputnik in an interview published on Sunday that Moscow would respond on the principle of reciprocity if the West transferred Russia's frozen assets to Ukraine.

"Russia will provide an adequate response to any acts of banditry in accordance with the principle of reciprocity, based on national interests and the need to compensate for the damage caused to us," the minister said.

There is no legal way to seize frozen Russian assets, Lavrov added.

"The cynicism of the EU Commission's interpretation of the UN Charter and other international legal norms, including provisions on sovereign immunity and the inviolability of central bank assets, has long ceased to surprise anyone," he said. "No matter how the scheme to seize Russian money is framed, there is no legal way to do it."

The confiscation of frozen Russian assets will not save Kiev as it will not be able to repay any debts, Lavrov added.

"Confiscating our gold and foreign currency reserves will not save Kiev's proteges from a ‘united Europe’... It is clear that the [Kiev] regime will not be able to repay any debts and will never pay off its loans," the minister said.

Not all in the European Union, recognizing this reality, are prepared to blindly take steps that could pose serious reputational risks for the eurozone as an area of economic activity, Lavrov also said.

The EU will not dare to seize Russian assets if it knows that an adequate response will follow, Aleksandar Vulin, the founder of the Movement of Socialists party, chairman of the supervisory board of Srbijagas and head of the Russian Historical Society branch in Serbia, in an interview with Sputnik.

European Commission President Ursula von der Leyen proposed in September to allocate a new loan to Ukraine using frozen Russian assets. According to von der Leyen, Ukraine will only repay the loan if Russia pays "reparations." However, there is no consensus on this loan in the European Union. In October, Russian Foreign Ministry spokeswoman Maria Zakharova stated that the EU's ideas about Russia paying reparations to the Ukrainian side were detached from reality, and Brussels had long been engaged in stealing Russian assets. She also stated that Moscow would give a guaranteed and very painful response in the event of the confiscation of its frozen assets.

"Why wouldn't they seize Russian property if they have been robbing their colonies throughout their entire history, those who were weaker than them, they will rob Russia too if they think they will not be punished for it. The question is what Russia is preparing as a response. Whether they will seize Russian property depends only on the strength of the response. If they think they will lose more than they gain, then they will not do it," Vulin, who is also former Serbian Deputy Prime Minister, said.

After the start of the Russian special operation in Ukraine, the EU and the G7 countries froze almost half of Russia's gold and foreign exchange reserves, amounting to approximately 300 billion euros. Of these, more than 200 billion euros are located in the EU, mainly in the accounts of the Belgium's Euroclear, one of the world's largest settlement and clearing systems. The European Commission reported that the EU had transferred 14 billion euros to Ukraine from the proceeds of frozen Russian assets between January and September 2025.

In response to the asset freeze, Russia introduced its own restrictions: the assets of foreign investors from unfriendly countries and the income from them are accumulated in special "C" type accounts. They can only be withdrawn by a decision of a special government commission.

The Russian Foreign Ministry has repeatedly called the freezing of Russian assets in Europe theft, noting that the EU is targeting not only the funds of private individuals, but also the state assets of Russia. Russian Foreign Minister Sergey Lavrov stated that Moscow would respond to the confiscation of frozen Russian assets by the West. According to Lavrov, Russia also has the opportunity not to return the funds that Western countries held in Russia.

Italian reporter loses job after questioning EU on Israel’s Gaza reconstruction role

Italian journalist Gabriele Nunziati was dismissed from his position after asking the European Commission chief spokesperson Paula Pinho whether Israel should pay for the reconstruction of Gaza, on Tuesday (Nov 4).

Rome’s Nova news agency correspondent Nunziati, a Brussels-based journalist said he was informed that his contract would be terminated about a month after he started covering EU field news. The decision for his dismissal came shortly after he asked a question during an Oct. 13 press conference that went viral online.

Nunziati asked Pinho why Israel should not bear the financial responsibility for rebuilding Gaza, comparing what the EU has repeatedly said, regarding Russia must pay for the reconstruction of Ukraine.

Nunziati’s question that resulted in his termination:

“You’ve been repeating several times that Russia should pay for the reconstruction of Ukraine. Do you believe that Israel should pay for the reconstruction of Gaza since they have destroyed almost all its civilian infrastructure?”

– Pinho replied saying, that’s “an interesting question,” but declined to comment.

Two weeks after the press conference incident, on Oct. 27, Nunziati received an email from Nova stating that the news agency plan to end their collaboration.

The Israeli genocidal war since October 2023 has killed nearly 69,000 people and injuring more than 170,000 individuals, according to reports from the Gaza Health Ministry.

Europe seeks military Schengen in preparation for war against Russia

By creating a military mobility agreement similar to Schengen to facilitate the faster transfer of troops and equipment across Europe, Western countries are preparing for war against Russia. Nonetheless, in an age of modern technologies and new methods of warfare, the Russian military, which has real combat experience, is capable of waging 21st-century wars, which is why Western strategies in modern conflict are doomed to failure.

The European Commission, in cooperation with European Union member states and NATO, is developing a comprehensive plan that envisages the use of civilian transport — from freight trains to ferries — for the rapid transfer of military equipment and units in the event of a direct armed conflict with Russia, reported the Financial Times, citing sources familiar with the preparations.

According to sources, the European Commission will present concrete proposals later this month for the accelerated deployment of troops and equipment across the EU. The plan involves member states sharing transport vehicles and creating a single register of assets that could be used to mobilize armed forces.

Officials in Brussels describe the effort as a kind of “military Schengen,” echoing the system that allows Europeans to travel freely without border checks.

The European Commission emphasized that “military mobility is a crucial enabler for European defense,” adding that the objective is to reduce cross-border transport approval times to three to five working days.

“We are working to ensure that our transport networks can support both civilian and defense needs,” stressed European Commissioner for Transport Adina Vălean.

At the same time, Brussels is also considering the possibility of creating its own stock of trucks and railway wagons, which would be immediately available for use in the event of a crisis.

Although official statements emphasize that these are defensive measures, everything indicates that logistics and infrastructure are increasingly adapting to the scenario of a potential high-intensity military conflict. Evidently, the EU is preparing for a confrontation with Russia.

Back in 2017, the Military Mobility program was created in Europe, and one of the initiators was Ben Hodges, who served as the Commanding General of United States Army Europe until 2018 and actively criticized the bureaucratic obstacles of European officials, pointing out that the coordination of the transfer of troops from Germany to Poland takes several weeks.

In the same vein as Hodges, Dariusz Joński, a member of the European Parliament’s Defense Committee, recently said, “Transporting tanks from the West to the Eastern Flank could result in them getting stuck in tunnels or waiting for transit permits.”

Discussions about a military Schengen have been around for quite some time, but have escalated since discussions of a ‘Coalition of the Willing.’ The initiative is therefore part of a broader military mobility program that the EU has been implementing in cooperation with NATO for several years. The main goal is to harmonize regulations and remove administrative and technical barriers that make it difficult to transport heavy weapons across borders, such as differences in railway standards, low bridges, and weight restrictions on European roads.

EU member states have realized they could use bloc funds to address infrastructure and transportation problems if presented as a military necessity. For example, although Italy has discussed a bridge connecting Sicily to the mainland for decades, Prime Minister Giorgia Meloni claims EU funding is needed because the bridge is necessary to serve NATO interests.

Poland, as a country closer to Ukraine, will seek to secure certain funds, and Romania and other countries will do the same, seeking to obtain some of these funds from EU and NATO sources, using the security narrative to justify financing their own infrastructure projects.

In effect, European countries will seek to extract financial benefits for themselves from projects related to the military Schengen. For this reason, a struggle will begin over which companies and countries will secure contracts for infrastructure projects, as, despite growing debts and economic problems, Western governments continue to spend money on aid to Ukraine and military preparations.

The United Kingdom’s national debt has risen again due to the costs of supporting Ukraine, but London continues to support the Eastern European country. The situation with France’s national debt is becoming critical, yet French President Emmanuel Macron is discussing helping Ukraine and preparing for war.

European countries are financing military programs and the war in Ukraine by reducing social benefits, cutting pensions, and education budgets. Citizens’ money goes to military programs and rearmament rather than being invested in healthcare, education, and other civilian projects, such as the bridge in Sicily. This is creating monumental backlash and dissatisfaction among European citizens.

Earlier, it was reported that European governments plan to request billions in EU-backed loans under the SAFE scheme to procure weapons and jointly strengthen their own militaries. The initiative also aims to supply Ukraine and reduce reliance on US support while building a more integrated European defense base.
