ISRAEL PROJECT 545: Bot Farms and Influencers to Flood Social Media With Pro-Israel Narratives

Clock Tower X LLC is a US firm registered in Ohio, owned by President Trump’s former campaign manager, Brad Parscale, which specialises in the development of digital content, messaging campaigns for political initiatives, including the design, implementation, and launch of influence narrative campaigns in the US, across both traditional and digital channels. Reportedly, the company has been contracted by or on behalf of the State of Israel to manage and carry out public communications and media campaigns targetting America’s Gen Z audience, as part of Israel’s effort to fight antisemitism, but primarily to improve Israel’s disastrous image in the United States. This campaign of influence in the US falls under an initiative from the Israeli Ministry of Foreign Affairs (MFA), known as Project 545.
On September 18, 2025, Parscale submitted documents under the Foreign Agents Registration Act, indicating that he had established a company named Clocktower X LLC, for contract purposes with the Israeli government. Brad’s contract falls under Israel MFA’s Project 545, which is a major component of a broader public relations initiative spearheaded by Eran Shayovich, the chief of staff at Israel’s Ministry of Foreign Affairs.
The aim of Project 545 is to amplify Israel’s strategic communication and public diplomacy and enhance Israeli outreach globally.
As reported in a November 2024 article by the Israeli outlet Maariv, Israel’s MFA saw a significant increase in its budget ($165 million) for 2025, to engage PR firms, utilize social media, manage campaigns, organize conferences and events, and invite delegations of influencers to Israel while also sponsoring activities on campuses in the US and beyond.
Many of these projects are aimed at improving Israel’s deteriorating image in the world, with some suggesting a desperate situation that pushes Israel to address the young American public’s growing disgust with Israel’s ethnic cleansing campaign in Gaza. The article quotes a statement made at the time by Foreign Minister Gideon Sa’ar, who stated the following after the budget increase was approved:
“For decades, Israeli propaganda and consciousness warfare have not received the resources and tools required for this campaign, which is critical and life-saving.” (Maariv)
In February 2025, the Israeli Ministry of Foreign Affairs started to issue tenders for consultancy firms to provide services in the field of hosting visiting delegations coming to Israel, under the supervision of the MFA Public Diplomacy Division. For instance, Public Tender 10/2025 outlines the purpose behind these foreign delegations’ visits, whose primary aim is to influence public opinion and Western legislators, while managing perception at all times. Israel Project 545 suggests the existence of an Israeli cognitive warfare operation, which will now be developed with Clock Tower X on US soil.

In the wake of Charlie Kirk’s assassination (silencing), which has starkly highlighted Israel’s relentless attempts to shape the views of young American conservatives, it has now become clear how Netanyahu’s government has utilised the pro-Israel and Zionist billionaire donor class in the United States to finance campus chapters across the country. This strategy aims to secure these young souls’ support for Israel and strengthen America’s so-called ally’s influence over both American foreign and domestic policies. With Republican megadonor and Israeli-aligned billionaire Larry Ellison taking control of TikTok in the struggle for narrative dominance in the US, the largest individual contributor to the IDF is poised to gain access to U.S. user data and modify its algorithm to favor pro-Israeli content while suppressing pro-Palestinian voices.
In the United States, Jewish billionaires have significant control over OpenAI, Google, Meta/Facebook/Instagram/WhatsApp, Palantir, CBS, HBO, and a majority of Conde Nast (including Reddit, Vogue, The New Yorker, Wired, GQ, Vanity Fair), along with various Hollywood studios, local newspapers, and radio stations, wrote Wikileaks in a recent post on X. Consequently, Americans will have to navigate an “Israelified” media landscape for at least the next three years, where censorship is anticipated to be intense and very likely unfair.
Israel’s campaign to influence the US is well-documented and is experiencing a notable increase since Oct 7, as younger voters under 34 are becoming less inclined to support Israel’s war crimes in Gaza. More importantly, they are growing weary of Israel’s meddling in American politics and are frustrated by how Israel has corrupted, if not compromised, a significant portion of the US Senate and Congress, jeopardizing any chance for a true America-first policy, which President Trump promised them. Currently, Israel’s influence efforts are focused on persuading, not to say brainwashing, the millions of American Evangelicals, who form the core of Israel’s backing in the US.
To achieve its goals, Israel has recently engaged with a group of influencers with the assistance of. Generation Zion, a non-profit organisation headed by Luke Moon, whose mission statement states, “Building a new Zionist generation in which Christians and Jews come together in mutual support for Israel.” Subsequently, young Christian influencers and journalists.were invited to the Israeli Embassy to meet with Prime Minister Benjamin Netanyahu to discuss and refine a communication (Hasbara) strategy targeting American Evangelicals.

Israel wants to train ChatGPT to be more pro-Israel
In a new $6M contract, US firm ‘Clock Tower X’ will generate and deploy content across platforms, help game algorithms, plus manage AI ‘frameworks’ to make them more friendly to the cause
The government of Israel has hired a new conservative-aligned firm, Clock Tower X LLC, to create media for Gen Z audiences in a contract worth $6 million. At least 80 percent of the content Clock Tower produces will be “tailored to Gen Z audiences across platforms, including TikTok, Instagram, YouTube, podcasts, and other relevant digital and broadcast outlets” with a minimum goal of 50 million impressions per month.
Clock Tower will even deploy “websites and content to deliver GPT framing results on GPT conversations.” In other words, Clock Tower will create new websites to influence how AI GPT models such as ChatGPT, which are trained on vast amounts of data from every corner of the internet, frame topics and respond to them — all on behalf of Israel.
As part of this work, the firm will also use search engine optimization software MarketBrew AI, a predictive AI platform that helps clients adapt to algorithms and promote their work on search engines like Google and Bing, to “improve the visibility and ranking of relevant narratives.”
Clock Tower will integrate its pro-Israel messaging into Salem Media Network properties, a conservative Christian media group that boasts a vast radio network and produces high-profile shows such as the Hugh Hewitt Show, the Larry Elder Show, and the Right View with Lara Trump. In April, the conservative media network announced Donald Trump Jr. and Lara Trump as significant stakeholders in the company. Salem Media Network did not respond to a question clarifying whether it would be compensated by Clock Tower for promoting messages on behalf of Israel, or how these messages would be integrated.
Former Trump campaign manager Brad Parscale, the adviser who hired the controversial microtargeting firm Cambridge Analytica during Trump’s 2016 campaign, is at the center of the Israeli government’s new deal. Clock Tower is led by Parscale, who is also the new chief strategy officer for the Salem Media Group.
In its contract, Clock Tower does not reveal much about what kinds of messaging will be promoted on behalf of Israel. According to its filing under the Foreign Agents Registration Act, Clock Tower was hired to help “execute a nationwide campaign in the United States to combat antisemitism.”
The firm’s point-person is Eran Shayovich, the chief of staff at Israel’s Ministry of Foreign Affairs. According to Shayovich’s LinkedIn profile, he is leading a campaign called “Project 545”, which aims to “amplify Israel’s strategic communication and public diplomacy efforts.”
Clock Tower’s work will be targeting a sector of the American populace that has broken sharply from its support for Israel. A July Gallup poll found that only 9% of Americans aged 18-34 support Israel’s military action in Gaza. Other polls show Israel’s favorability falling more generally among the American public.
Clock Tower will also complete an “initial cultural, demographic, and sentiment research report” for Israel within 30 days. Another American firm, Stagwell Global, recently conducted a similar survey for the Israeli Ministry of Foreign Affairs. While the findings were far more favorable to Israel than other surveys, the poll, which was leaked to Drop Site, still found that a 47% of Americans believed that Israel is committing genocide.
In a meeting with pro-Israel influencers on Friday, Israeli Prime Minister Benjamin Netanyahu explained that social media is the most important weapon Israel has at its disposal. “We’re going to have to use the tools of battle, the weapons change over time,” he said. “You can’t fight today with swords, that doesn’t work very well…the most important ones are the social media.”
Netanyahu even touted the purchase of TikTok as a group of investors are making a play to buy the company. Oracle co-founder Larry Ellison, who is the single biggest private donor to the Israeli Defense Forces, is poised to play a large role in the deal. “I hope it goes through; it could be consequential,” said Netanyahu.
Clock Tower is conducting the work for Havas Media Network, an international media company that is working for the Israeli Ministry of Foreign Affairs via the Israeli Government Advertising Agency. Clock Tower is not the only American firm Havas has subcontracted as part of its work. Earlier this month, Sludge reported that Havas had hired Democratic-aligned public relations firm SKDKnickerbocker on a $600,000 contract to run a bot farm promoting pro-Israel narratives on social media.
SKDK’s work ended just as Clock Tower’s is beginning. Clock Tower drafted a contract on August 27, two days before SKDK deregistered its work for Israel. In a statement to Politico, a spokesperson for SKDK declined to explain why the firm ended its work for Israel, simply stating that the work “had run its course.”
SKDK, Havas, and an associate of Clock Tower did not respond to requests for comment on this article.
