The neocons and their allies might be making it happen

Well, the genie is well and truly out of the bottle and there is no easy way to encourage it to return. Thanks to a relentless flow of propaganda, the American public has become increasingly convinced that the United States “looks weak” and must stand up against Vladimir Putin.

Richard Haass of the Council on Foreign Relations is now calling for “regime change” in Russia while Senator Roger Wicker and Congressman Adam Kinzinger as well as several former Joint Chiefs of Staff generals are demanding that the United States establish a “no fly zone” over Ukraine, which would require US destruction of Russia’s air defense capabilities and shooting down of Russian planes among other measures.

If that were to occur the war could quickly turn nuclear. Other media and government “experts” are speculating that Russian President Vladimir Putin is insane with much of the other disinformation coming from Russia haters like Bill Browder and former Ambassador Michael McFaul. But FOX news commentator Sean Hannity possibly wins the hate race, calling for the assassination of Putin because has he has “forfeited his right to live,” a view also shared by Senator Lindsey Graham.

Former GOP Vice President Mike Pence has called for anyone supporting Russia to be kicked out of the party which will no doubt produce a purge of members who are reluctant to go to war on behalf of foreign country and no ally Ukraine. Meanwhile a completely deranged Senator Mitt Romney has described anyone speaking up for Russia as “almost treasonous,” suggesting that Romney would benefit from looking up the definition of “treason” in the US Constitution.
And the completely looney-tunes televangelist Pat Robertson is warning that Russia attacked Ukraine but the real target is Israel, which will result in a great war and Armageddon leading to the “End Times” when the world will end and all true believers will be raptured up to heaven.

But other more stable folks are making two basic arguments to justify the increasing engagement of Washington in the fighting. The first is the vague claim that what Ukraine versus Russia is all about is the maintenance of “freedom and democracy” in Europe. That is generally how President Joe Biden and other politicians describe it since it does not require any further explanation or discussion. The other argument is rather an elaboration of that, claiming that there was some kind of post-Second World War consensus that aggressive war to acquire someone else’s land should be condemned by all nations and steps should be taken to contain and repress any such activity. This led to the creation of the United Nations. 

The problem is that neither justification for involving the US in a conflict where it is not actually threatened requires something more substantial given the danger of escalation of the fighting to the point where the world’s two leading nuclear powers would find themselves going head-to-head.
And there is the little matter of history to reckon with, which tells us that not everything taking place can be reduced to such simplistic terms to justify taking action. The status quo in eastern Europe is a consequence of the break up of the Soviet Union in 1991-2 and, beyond that, of the configuration of the Russian Empire of the Tsars that preceded communism. Ukraine itself has had its borders adjusted numerous times.

Currently, the Ukrainian government of President Volodymyr Zelenskyy is seeking to broaden the conflict with Russia by attempting to join the European Union while also calling for weapons as well as direct military intervention from NATO.

He has called for volunteers to join the fight as a “foreign legion” and has also contacted Israeli Prime Minister Naftali Bennett and suggested that Bennett persuade Putin to participate in peace talks in Jerusalem. There has also been a less conciliatory appeal to world Jewry to join in on the attack directed against Moscow’s economy. In a video circulated among Jewish international organizations Zelenskyy said “Don’t you see what is happening? That is why it is very important that millions of Jews around the world not remain silent right now. Nazism is born in silence.”

There is also more than a measure of hypocrisy in the Biden Administration taking the lead on punishing Russia for aggression.

The United States has gone to war with a non-threatening Vietnam and has destroyed governments and engaged in completely illegal military occupations of Afghanistan, Iraq, Somalia, Libya and Syria. It has assassinated senior officials from Iran. It has not been punished for any of those actions. Its ally Israel bombs Syria on nearly a daily basis, engages in assassinations, kills Palestinian children, and annexes Arab land that it has obtained by force on the Golan Heights and West Bank, dispossessing the original inhabitants. When that happens, the US Congress and White House look the other way.

All the Israeli war crimes as well as those being carried out by the Saudis against Yemen’s Houthis have been endorsed by the successive Bush, Obama, Trump and now the Biden administrations.

Beyond that, Ukraine is no democracy. The nation’s current government came into power after the 2014 coup engineered by President Barack Obama’s State Department at an estimated cost of $5 billion. The regime change was driven by State Department Russophobe Victoria Nuland with a little help from international globalist George Soros. It removed the democratically elected President Viktor Yanukovych who was unfortunately for him a friend of Russia. Ukraine is reputedly both the poorest and most corrupt country in Europe, witness the Hunter Biden saga.

Zelenskyy who is Jewish and claims to have holocaust victims in his family tree is a former comedian who won election in 2019. He replaced another Jewish president Petro Poroshenko, after being heavily funded and promoted by yet another fellow Jew and Ukraine’s richest oligarch Ihor Kolomoyskyi, who is also an Israeli citizen and lives in Israel. As an entertainer, one of Zelenskyy’s musical acts consisted of his playing a piano with his penis, suggesting that Ukrainian humor has some unique characteristics.

After the election of the post-coup new model Ukrainian government in 2014, opposition parties were declared illegal and some leaders were arrested for “treason,” the media was censored and the parliament outlawed Russian, the language of a third of the population, as an official language. Then the government declared war on the predominantly Russian Eastern provinces and, for past eight years, has killed 14,000 people.

I keep asking myself, why do Washington policymakers and the media who should know better give so much of a damn about Ukraine? It is of no strategic value to the United States and Russian demands were both reasonable and negotiable. So the claims that Ukraine’s defense is intended to keep Europe democratic and free is just so much window dressing to justify waging economic war on Russia. And, in any event, American hypocrisy is clearly visible regarding the Kremlin’s possible intention to annex a couple of heavily Russian Ukrainian regions. It is not in any way worse than what Israel has been doing in Jerusalem, on the West Bank and on the Golan Heights, all endorsed by successive US administrations. So what’s it all really about?

After considering the parallels with Israel, it then occurred to me that maybe there was the usual angle, meaning that it was all about “protecting” Jews, the argument that succeeds in Washington where all else fails and makes the Bidens, Blinkens, Pelosis and Schumers stand up and salute. Even a befuddled Donald Trump has seen the light and is now calling the Russian intervention a “holocaust” and is joking about false-flagging US F-22 fighter bombers as Chinese and “bombing the shit out of Russia.” The Jewish media is also showering Zelenskyy with praise, referring to him as a genuine “Jewish hero,” a modern Maccabee resisting oppression, a David versus Goliath. T-shirts bearing his image are being sold that read “Resisting tyrants since Pharaoh” while the Jewish community in New York City is raising millions of dollars for Ukrainian aid.

The Jewish Telegraphic Agency reports that a “2020 demographic survey estimated that besides a ‘core’ population of 43,000 Jews, around 200,000 Ukrainians are technically eligible for Israeli citizenship, meaning that they have identifiable Jewish ancestry. The European Jewish Congress says that number could be as high as 400,000.” If that is true, it is one of the largest Jewish communities in the world and it includes at least 8,000 Israelis, many of whom are trying to return to Israel. Other Ukrainian Jews are also fleeing the country.

Israel, with close ties to both nations through the Jewish diaspora, has been attempting to play both sides, offering support to Ukraine while also not condemning Russia. Its Prime Minister Naftali Bennett is increasingly playing the role of mediator between the two adversaries, having met with Putin and spoken several times with Zelenskyy. Jews, some of whom have Israeli citizenship, are, in fact, disproportionately represented among the so-called oligarchs in both countries, controlling key sectors of the respective economies. Several Russian Jewish oligarchs have already fled on their superyachts to ports providing non-extradition in an attempt to preserve their assets from US and European sanctions directed against Moscow’s economy.

So there appears to be a Jewish/Israeli story that is part and parcel of what is going on in Ukraine. It has long been recognized by many that a particular antipathy directed against Russia permeates the neocon world view. Most neocons are Jewish and a number of them are running the State Department while also holding high level positions elsewhere in the Biden Administration as well as in the foreign policy think tanks, including Haass at the influential Council on Foreign Relations.
Likewise, the intensely Russophobic US and Western media and social networking sites are disproportionately Jewish in their ownership and staffing. As US-Russian negotiations leading up the current fighting were clearly designed to fail by the Biden Administration, one has to wonder if this war is largely a product of a long enduring ethno-religious hatred. I am speculating of course, but there is even some historical evidence to support such a view in the Iraq invasion and the hostility towards Iran, both of which have been and continue to be driven by Israeli interests, not those of the United States. Is Russia the enemy a similar contrivance? It has to be considered…

Maaliskuun 6. päivänä Donetskin (DPR) päämies Denis Pushilin kertoi vallatusta Kiovan joukkojen päämajasta löydetyistä todisteista, jotka osoittavat Naton tukemien Ukrainan joukkojen valmistautuneen suurhyökkäykseen, jonka oli määrä alkaa maaliskuussa. Kaapatut Ukrainan armeijan dokumentit ja Naton tietokone toimitettiin Venäjän viranomaisille, jotka julkaisivat salattua materiaalia tänään Moskovassa.

DPR:n joukkojen haltuun saama Naton läppäri ja dokumentteja, jotka kaapattiin nationalistipataljoonan päämajasta, vahvistavat Venäjän sotilasoperaation estäneen massiivisen Donbassiin ja Krimille suunnitellun Naton tukeman hyökkäyksen.

Pushilin lausunto kuultiin sen jälkeen, kun DPR:n kansananrmeija meneillään olevan vastahyökkäyksen aikana löysi kannettavan tietokoneen, jossa oli NATO-rekisterin rekisterinumero. Tietokoneet ja dokumentit löydettiin ”oikeistosektorin” radikaalin militanttijärjestön päämajasta Berdjanskissa, joka oli ollut Ukrainan hallinnassa.

Donetskin valtionpäämiehen mukaan läppärissä on tarkka kartta alueesta, jossa on miehittämättömistä ilma-aluksista havaitut DPR-yksiköt ja muut armeijan kohteet, myös amerikkalaiset kohteet on merkitty. Tietokone sisältää myös ohjelmia sotilaslennokkien kokoonpanoon, käyttöön ja kauko-ohjaukseen.

”NATO ja sen pääsihteeri Jens Stoltenberg ovat toistuvasti väittäneet, ettei Ukrainan alueella ole Pohjois-Atlantin liiton (NATO) joukkoja. Ja nyt on löytynyt suoria todisteita siitä, että NATO operoi Ukrainan hallinnon puolella”, Pushilin totesi.

Hän jatkoi paljastamalla, että kaapatussa läppärissä on Donbassin karttojen lisäksi myös Krimin alue, mikä viittaa siihen, että Ukrainan aseelliset muodostelmat eivät aikoneet rajoittua vain Donetskin ja Luganskin kansantasavaltojen voimakkaaseen haltuunottoon.

”Toinen todiste näistä aikeista on Krimin kartta. Siinä Venäjän federaation asevoimien yksiköiden väitetyt sijainnit, jotka on merkitty punaisella [ … ] maihinnousua suunniteltiin maalta ja mereltä”, DPR:n päällikkö kertoi.

DPR:n tiedustelutietojen ja ukrainalaisvankien todistajanlausuntojen mukaan hyökkäysoperaation oli määrä alkaa 17.2. alkaneiden tulivalmistelujen jälkeen 8. maaliskuuta kansainvälisenä naisten- ja rauhanpäivänä eli eilen. Venäjän tukema vastahyökkäys eli ”Operaatio Z” alkoi 24.2.2022 eli viikko Ukrainan aloittamien provokaatioiden jälkeen.

”Dokumentoidut faktat osoittavat, että maihinnousua suunniteltiin sekä Donbassin tasavaltojen alueelle että Venäjän federaatioon kuuluvalle Krimille.”

Päämajan etsinnöissä löytyi myös Ukrainan yksiköiden keräämiä lippuja niistä maista, joiden edustajat tulivat joukkoihin, kuten Saksasta ja Espanjasta. Lisäksi sen jälkeen, kun DPR:n joukot ottivat alueen hallintaansa, ulkomaisia lippuja löytyi myös muista vihollisasemista.

DPR: n johtaja korosti, että erityistä huomiota kiinnitettiin ukrainalaisten militanttien koulutukseen nationalistisen ideologian hengessä: ”ensinnäkin kaikkien venäläisten, kaikkien ortodoksien, kansanmurhan ajatuksiin”.

”Mikä on johtopäätös tästä? NATO on johtanut Ukrainan aseellisia muodostelmia jo pitkään. Naton kouluttajat antoivat koulutuksensa ja koordinaationsa joukoille. Nyt maaliskuussa Ukrainan aseellisten muodostelmien joukot suunnittelivat suurta hyökkäysoperaatiota Donbassiin ja Krimille.

Kaikki tämä osoittaa, että Venäjän federaatio on käynnistänyt oikea-aikaisesti erityisoperaationsa Donetskin ja Luganskin kansantasavaltojen avustamiseksi. Tämä teki viholliselle mahdottomaksi toteuttaa suunnitelmia tuhota jopa satojatuhansien siviilien elämä Donbassissa ja Venäjän Krimillä”, Pushilin totesi.

Venäjän puolustusministeriön 9.3.2022 julkaisemia dokumentteja Naton koordinoimasta Ukrainan joukkojen hyökkäyssuunnitelmasta.

Venäjän puolustusministeriö vahvisti asiakirjat

Venäjän puolustusministeriö (MoD) on julkistanut tänään keskiviikkona asiakirjoja, jotka vahvistavat Kiovan joukkojen valmistelleen Donbassissa maaliskuussa toteutettavaa hyökkäysoperaatiota, mikä vahvistaa DPR:n johdon aiemmin antamat lausunnot.

”Erikoisoperaation aikana Ukrainan kansalliskaartin johdon salaiset asiakirjat päätyivät Venäjän armeijan haltuun. Nämä asiakirjat vahvistavat Kiovan hallinnon salaisen valmistelun hyökkäysoperaatioon Donbasissa, jonka oli määrä tapahtua maaliskuussa 2022, sanoi Venäjän puolustusministeriön virallinen edustaja, kenraalimajuri Igor Konašenkov.

Puolustusministeriön mukaan Ukrainan kansalliskaartin komentoon tuotu käsky kertoo yksityiskohtaisesti suunnitelmasta valmistella yksi iskuryhmistä hyökkäysoperaatioihin niin sanotulla yyhteisjoukkojen operaation alueella Donbassissa.

Asiakirjassa hyväksytään organisaatiorakenne pataljoona-taktinen ryhmitys 4. operatiivisessa kansalliskaartin prikaatissa, organisaatio ja sen kattava tuki sekä uudelleensijoitus 80. erilliseen maahanlaskuprikaatiin Ukrainassa, joka on koulutettu amerikkalaisten ja brittiläisten kouluttajien toimisrta ”NATO-standardisoidulla” koulutusohjelmalla Lvovissa.

Venäjän puolustusministeriön tiedottaja tarkensi, että sillä on hallussaan Ukrainan kansalliskaartin komentajan, kenraalieversti Mykola Balanin 22.tammikuuta 2022 päivätty käsky, jossa kuvataan yksityiskohtaisesti suunnitelma hyökkäyksen valmistelemiseksi Donbassissa. Asiakirja sisältää myös ohjeet kaikille toimille, joiden tavoitteena on saavuttaa ”kansallismielisten taistelukoordinaatio”, joka oli määrä saada valmiiksi 28. helmikuuta mennessä.

”Venäjän 24. helmikuuta käynnistämä erityissoperaatio on näin ennalta ehkäissyt ja tehnyt tyhjäksi Ukrainan joukkojen iskuryhmien laajamittaisen hyökkäyksen Luganskin ja Donetskin kansantasavaltoihin”, konašenkov painotti.

On täsmennetty, että peräti viisi 4. kappaleen kohtaa on omistettu henkilöstön huolelliseen valintaan, psykologien tutkimukseen ja heidän korkean motivaationsa varmistamiseen. Tästä syystä kansalliskaartin joukoille on toimitettu ”visuaalista agitaatiota, informaatio-ja propagandamateriaalia, lippuja ja painotuotteita”.

Lisäksi määräyksen 12. pykälä kieltää lähettämästä kansalliskaartiin sotilaita, jotka osoittivat ”riskinottohalukkuuden” kriteerin mukaisesti ”epätyydyttäviä” psykologisten testien tuloksia, komentajakoulutuksen alueella ja taistelutehtävien osalta.

Puolustusninisteriö viittasi siihen, että Kiovan hallinnon johto antoi helmikuussa länsimedian toistamia lausuntoja, ettei suunnitelmissa olisi ollut Luganskin ja Donetskin kansantasavaltojen aseellista valtausta, koska Kiova muka halusi ratkaista kaikki asiat ”poliittisella ja diplomaattisella tavalla”. Kuitenkin alkuperäiset Ukrainan kansalliskaartin salaiset sotilasasiakirjat todistavat selvästi näiden lausuntojen valheellisuuden.

”Toistaiseksi on siis jäänyt epäselväksi vain yksi kysymys: kuinka syvästi Yhdysvaltain johto ja sen NATO-liittolaiset osallistuivat Ukrainan joint force-ryhmittymän Donbassin valtausoperaation suunnitteluun ja valmisteluun maaliskuun alussa. Kaikki ne, jotka välittävät niin paljon Ukrainan rauhasta tänään”, ministeriö totesi.

Tämä oli Ukrainan joukkojen keskitys 17.2.2022 kun Ukrainan joukot avasivat tulen LPR:n ja DPR:n asemiin ainakin 15 sektorilla ilman mitään erityistä syytä ja edeltäneen kahden viikon poikkeuksellisen hiljaisen jakson jälkeen. Tästä alkoi 7 päivää kestänyt ankara provokaatio ja tiedusteluosastojen hyökkäystoiminta, joka johti 24.2. alkaneeseen Venäjän tukemaan vastahyökkäykseen – ”Operaatio Z”.

Venäjä: Russofobiasta ulkomailla rangaistava

Venäjän ulkoministeriö puolestaan sanoi, että se on huomioinut ennennäkemättömän russofobian useissa ulkomaissa Ukrainan sotilasoperaation yhteydessä eikä jätä reagoimatta sihen.

Kuten on todettu, useissa valtioissa viranomaisten välinpitämättömästi tai avoimesti rohkaisemina toteutetut venäläisiin opiskelijoihin, urheilijoihin sekä kulttuuri- ja taidevaikuttajiin kohdistuvat syrjintäkampanjat ovat kasvaneet laajaksi sejö avoimen aggressiiviseksi toiminnaksi Venäjää ja venäjänkielisiä ihmisiä kohtaan.

Ministeriö viittasi siihen, että media ja sosiaaliset verkostot ovat kertoneet väkivaltaisista hyökkäyksistä venäläisiä tuotteita myyviin kauppoihin mm. Saksassa. Myös Venäjältä ja Valko-Venäjältä tulleita rekkoja vastaan on isketty, erityisesti Saksassa, Puolassa ja Italiassa. Lisäksi useita venäläisillä rekisterikilvillä varustettuja henkilöautoja on vaurioitettu. Lisäksi huligaanit ovat hyökänneet Venäjän diplomaattisia edustustoja vastaan Kanadassa, Virossa, Islannissa, Irlannissa, Liettuassa, Puolassa ja Ruotsissa.

”Haluaisimme kaikkien tietävän, että panemme merkille kaikki nämä tapaukset. Niitä koskevat tiedot toimitetaan toimivaltaisten viranomaisten oikeudelliseen arviointiin, ja niistä vastuussa olevat saatetaan vastuuseen voimassa olevan lainsäädännön mukaisesti”, ministeriö vakuutti.

While the US is planning to increase its military presence in Eastern Europe to “protect its allies against Russia”, internal documents show what American “protection” in practical terms means.

The Pentagon has conducted biological experiments with a potentially lethal outcome on 4,400 soldiers in Ukraine and 1,000 soldiers in Georgia. According to leaked documents, all volunteer deaths should be reported within 24 h (in Ukraine) and 48 h (in Georgia).

Both countries are considered the most loyal US partners in the region with a number of Pentagon programs being implemented in their territory. One of them is the $2.5 billion Defense Threat Reduction Agency (DTRA) Biological engagement program which includes research on bio agents, deadly viruses and antibiotic-resistant bacteria being studied on the local population.

Project GG-21: “All volunteer deaths will be promptly reported”

The Pentagon has launched a 5-year long project with a possible extension of up to 3 years code-named GG-21: “Arthropod-borne and zoonotic infections among military personnel in Georgia”. According to the project’s description, blood samples will be obtained from 1,000 military recruits at the time of their military registration physical exam at the Georgian military hospital located in Gori.

The samples will be tested for antibodies against fourteen pathogens:

  • Bacillus anthracis
  • Brucella
  • CCHF virus
  • Coxiella burnetii
  • Francisella tularensis
  • Hantavirus
  • Rickettsia species
  • TBE virus
  • Bartonella species
  • Borrelia species
  • Ehlrichia species
  • Leptospira species
  • Salmonella typhi
  • WNV

The amount of blood draw will be 10 ml. Samples will be stored indefinitely at the NCDC (Lugar Center) or USAMRU-G and aliquots might be sent to WRAIR headquarters in US for future research studies. Walter Reed Army Institute of Research (WRAIR) is the largest biomedical research facility administered by the U.S. Department of Defense. The results of the blood testing will not be provided to the study participants.

Such a procedure cannot cause death. However, according to the project report, “all volunteer deaths will be promptly reported (usually within 48 h of the PI being notified)” to the Georgian Military Hospital and WRAIR.

The soldiers’ blood samples will be stored and further tested at the Lugar Center, a $180 million Pentagon-funded facility in Georgia’s capital Tbilisi.

The Lugar Center has become notorious in the last years for controversial activities, laboratory incidents and scandals surrounding the US drug giant Gilead’s Hepatitis C program in Georgia which has resulted in at least 248 deaths of patients. The cause of death in the majority of cases has been listed as unknown, internal documents have shown.

The Georgian project GG-21 has been funded by DTRA and implemented by American military scientists from a special US Army unit code-named USAMRU-G who operate in the Lugar Center. They have been given diplomatic immunity in Georgia to research bacteria, viruses and toxins without being diplomats. This unit is subordinate to the Walter Reed Army Institute of Research (WRAIR).

The Lugar Center is the $180 million Pentagon-funded biolaboratory in Georgia’s capital Tbilisi.

Documents obtained from the US Federal contracts registry show that USAMRU-G is expanding its activities to other US allies in the region and is “establishing expeditionary capabilities” in Georgia, Ukraine, Bulgaria, Romania, Poland, Latvia and any future locations. The next USAMRU-G project involving biological tests on soldiers is due to start in March of this year at the Bulgarian Military Hospital in Sofia.

Project UP-8: All deaths of study participants should be reported within 24 h

The Defense Threat Reduction Agency (DTRA) has funded a similar project involving soldiers in Ukraine code-named UP-8: The spread of  Crimean-Congo hemorrhagic fever (CCHF) virus and hantaviruses in Ukraine and the potential need for differential diagnosis in patients with suspected leptospirosis. The project started in 2017 and was extended few times until 2020, internal documents show.

According to the project’s description, blood samples will be collected from 4,400 healthy soldiers in Lviv, Kharkov, Odesa and Kyiv. 4,000 of these samples will be tested for antibodies against hantaviruses, and 400 of them – for the presence of antibodies against Crimean-Congo hemorrhagic fever (CCHF) virus. The results of the blood testing will not be provided to the study participants.

There is no information as to what other procedures will be performed except that “serious incidents, including deaths should be reported within 24 hours. All deaths of study subjects that are suspected or known to be related to the research procedures should be brought to the attention of the bioethics committees in the USA and Ukraine.”

Blood samples from 4,000 Ukrainian soldiers will be tested for hantaviruses. Another 400 blood samples will be tested for CCHF under the DTRA-sponsored Ukrainian Project UP-8.

DTRA has allocated $80 million for biological research in Ukraine as of 30 July 2020, according to information obtained from the US Federal contracts registry. Tasked with the program is the US company Black &Veatch Special Projects Corp.



Another DTRA contractor operating in Ukraine is CH2M Hill. The American company has been awarded a $22.8 million contract (2020-2023) for the reconstruction and equipment of two biolaboratories:  the State Scientific Research Institute of Laboratory Diagnostics and Veterinary-Sanitary Expertise (Kyiv ILD) and the State Service of Ukraine for Food Safety and Consumer Protection Regional Diagnostic Laboratory (Odesa RDL).

US personnel are indemnified for deaths and injuries to the local population

The DTRA activities in Georgia and Ukraine fall under the protection of special bilateral agreements. According to these agreements, Georgia and Ukraine shall hold harmless, bring no legal proceedings and indemnify the United States and its personnel, contractors and contractors’ personnel, for damage to property, or death or injury to any persons in Georgia and Ukraine, arising out of activities under this Agreement. If DTRA-sponsored scientists cause deaths or injuries to the local population they cannot be held to account.



Furthermore, according to the US-Ukraine Agreement, claims by third parties for deaths and injuries in Ukraine, arising out of the acts or omissions of any employees of the United States related to work under this Agreement, shall be the responsibility of Ukraine.
