Vladimir Putin believes that peace negotiations on Ukraine have reached an impasse and is preparing for an escalation of hostilities, while those around the Russian president are increasingly concerned that he will ultimately resort to using tactical nuclear weapons.
This is reported by Bloomberg citing sources close to the Kremlin.

According to the agency’s sources, Russia plans to intensify its ballistic missile strikes on Kyiv in the near future, including on the city centre, as well as on infrastructure facilities in other Ukrainian cities.

The negotiations, which lasted about a year and a half with the mediation of the Trump administration, have effectively failed, Bloomberg sources say: both sides are in the same position they were at the outset. Moscow views Ukrainian strikes on Russian territory, which have affected dozens of oil refineries, ports, and marketplace warehouses, as an attack by NATO, since the alliance is providing Kyiv with weapons and intelligence.

Despite the economic pressure, the gasoline crisis, and the strikes on logistics hubs, Putin does not plan to end the war, Bloomberg’s sources emphasize. According to them, the current phase of mutual strikes is not yet the peak of military escalation.

An increasing number of Russian officials are coming to the conclusion that Putin may use tactical nuclear weapons against Ukraine as a last resort, Bloomberg sources close to the Kremlin say. Calls from pro‑war hawks advocating such a step have been growing louder recently, the agency emphasizes, since losing the war looks like an absolutely unacceptable scenario for Putin.

Since diplomacy on Ukraine has come to a standstill, Moscow sees few alternatives to escalation, four Bloomberg sources close to the Kremlin said. The Kremlin still hopes that Stephen Witkoff and Jared Kushner, Donald Trump’s special envoys, will bring new proposals to Moscow, although expectations of a breakthrough are very low, the sources said.

So far, there are no signs that Putin is preparing to use nuclear weapons, Bloomberg notes. Russia’s partners, including China, are strongly opposed to such a move and have conveyed a stern warning to the Kremlin against it. The Joe Biden administration warned Putin about the consequences of a nuclear strike, recalls Fiona Hill, a senior fellow at the Brookings Institution and formerly an adviser to three U.S. presidents.

Under Biden, the US informed Putin that the response would be a conventional strike by the US armed forces against Russia, Hill notes. According to her, Putin is testing how far he can go before people yield to him.

Alexander Gabuev, director of the Carnegie Berlin Center for Russia and Eurasia, believes the risk of Putin using tactical nuclear weapons is “extremely low.” On the modern battlefield, the effectiveness of such a strike would be limited, and the political costs of violating the nuclear taboo would be high, Gabuev explains: “As long as Moscow has room for escalation using conventional weapons, including intensifying missile strikes, it has little reason to cross the nuclear threshold.”

The aircraft are based on the Boeing 707, do not carry the usual markings and are designed to operate even after a nuclear strike: if ground headquarters fail, the response of strategic forces can be coordinated from the aircraft.

According to FlightRadar24 and ADS-B services, tracking began around 1:30 p.m. Eastern time in the United States. Some of the cars had empty or missing call signs.

One side (hex AEA92D) was flying over the Colorado and Wyoming area at about 24,000 feet at a speed of about 374 miles per hour. The second (AE7D28) is over Kansas and Oklahoma at an altitude of about 30,000 feet. The third (AEABAB) was spotted to the east, over Missouri and Arkansas, at 35,000 feet. Against the background of tension between Washington and Moscow, the landing looked unusual and caused a wide response.

There were no official comments on either the E-6 flights or the announced exercises. At the same time, such aircraft are regularly lifted into the air for training: the task of the E-6B (TACAMO — Take Charge And Move Out program) is to keep the National Command in touch with submarines carrying ballistic missiles. The fleet was built by Boeing in 1989-1992, with a crew of up to 22 people. The machines use analog technology and manufactured cable antennas of very low frequency in order to remain operational with an electromagnetic pulse.

Experts and commentators on social networks note that single and even group E-6 flights do not mean a crisis in themselves. They are more often "noticed" when there is already big news in the background — in this case, the secret trip of the head of the CIA to the Russian capital.
