Jessikka Aro, suomalainen trolli Ison-Britannian, Naton ja Facebookin rahoittamalla trollitehtaalla

Löytyikö ensimmäinen suomalainen trolli – Ison-Britannian, Naton ja Facebookin rahoittamalta trollitehtaalta?


Toimiiko suomalainen, trollien metsästäjästä kansainväliseksi luennoitsijaksi ponkaissut Ylen toimittaja Jessikka Aro osana länsimaista informaatiosodan verkostoa? Riikka Söyring perkaa tuoretta tietovuotoa.

Auchtermuchtyn lähellä sijaitsee vanha, nykyään brittien trollitehtaana toimiva mylly. Myllyn omistaa Daniel Lafaayedney aka Daniel Edney, entinen sotilastiedustelupalvelun upseeri.
Varsinainen päämaja sijaitsee Lontoossa, osoitteessa 2 Temple Place, kertoo Craig Murray, brittien entinen lähettiläs Uzbekistanissa.




Murray on luonnollisesti kiinnostuneempi siitä, että brittien ulkoministeriö käy infosotaa brittiläisten veronmaksajien rahoilla brittiläisiä veronmaksajia vastaan. Me taas keskitymme kokonaisuuteen sellaisena kuin se aukeaa Anonymous-hakkerilegioonan julkaisemista asiakirjoista sekä Jessikka Aron vieraan valtion infosoturin mahdolliseen rooliin suomalaisten veronmaksajien kustantamassa Ylessä, jossa ominaisuudessa hän on mm. puhunut Suomen eduskunnassa vaatien ”valeaktivistien” tiedonsaantioikeuden rajoittamista ja rajoituksia kansalaisten sananvapauteen Venäjän uhkalla pelottelemalla.

Anonymous-legioonan julkaisemien asiakirjojen perusteella kyseinen brittiläis-natolainen trollitehdas on tuottanut narratiivin ja aineistoa käytettyihin pelottelukampanjoihin.

Valtiotaidon instituutti

Integrity Intiative -trolliverkoston toimintaa koordinoi Institute for Statecraft, joka saa rahoituksensa Ison-Britannian puolustusministeriöltä. Brittipuolustusministeriö ei kuitenkaan ole ainoa rahoittaja, vaan rahoitusta on tullut myös NATOlta ja Facebookilta. Nykyinen budjetti 31. maaliskuuta 2019 asti on asiakirjojen perusteella £1,96 miljoonaa (€2,29 miljoonaa). Instituuttia johtaa entinen sotilastiedustelumies Christopher Donnelly, joka on myös alahuoneen puolustuskomitean erikoisneuvonantaja.

Kyseinen trollitehdas nousi hiljattain julkisuuteen, kun paljastui, että työväenpuolueen johtaja Jeremy Corbynia vastaan kohdistettu parjauskampanja oli peräisin tästä trollitehtaasta.
Sama trollitehdas on tuottanut ja koordinoinut Euroopassa sekä muualla maailmassa Venäjän uhka -narratiivia. Mielipiteenhallintaoperaatiot vaativat kuitenkin muutakin kuin valeuutistuotantoa. George Sorosin ja Googlen rahoittamaa ”kansan tietosanakirjaa”, Wikipediaa, on monitoroitu ja editoitu (esimerkiksi: IP-osoite 143.85.18.18 kuuluu Yhdysvaltain puolustusministeriön (U.S. Department of Defence) verkostolle, siinä missä jo edellä käsitelty Institute of Statecraft on ”kaiuttanut”, so. monistanut sosiaalisessa mediassa viestiä Fb:ssa ja Twitterissä valetilien avulla sekä ”[viime kuussa] julkaissut yli tuhat artikkelia verkossa”.

Trollituotannon tunnistaa helposti ”lähde kertoi” -tekniikan käytöstä;
- lähdettä ei koskaan nimetä, vaan käytetään sellaisia journalistisesti kyseenalaisia ilmaisuja kuin ”asiantuntija / sotilaslähde / hallitusta lähellä oleva lähde sanoi” mainitsematta mitään tarkistettavissa olevaa.



Yhtään Venäjän trollia ei ole vielä löytynyt, vaikka todennäköisesti jopa Suomen puolustusvoimien tiedustelu on etsinyt ruplarahoitusta.

Ex-lähettiläs Murray kertoo saaneensa pienoisella salapoliisintyöllä ja venäläisen Sputnik-radion toimittajan Kit Klarenbergin avulla selville, että trollitehtaan päämajan tiloissa oleskeli muuan Simon Bracey-Lane, joka oli värväytynyt paitsi Jeremy Corbynin vaalikampanjaan Isossa-Britanniassa, myös Bernie Sandersin (dem) vaalikampanjaan Yhdysvalloissa. Sanders syrjäytettiin presidenttiehdokkuudesta demokraattien kansallisen komitean (Democratic National Committee, DNC) toimesta – hänet haluttiin pois Hillary Clintonin tieltä.

Kansainvälinen trolliverkosto

Trolliverkoston asiakirjoissa kerrotaan verkostoa rakennetun määrätietoisesti vuodesta 2011, ja sen osallistuneen ”vasta-aktivismiin”. Piilotettuja rakenteita, joilla voidaan sekaantua vieraiden valtioiden sisäisiin asioihin, on Anonymous-legioonan tulkinnan mukaan Norjassa, Liettuassa, Espanjassa, Serbiassa, Montenegrossa, Alankomaissa, Kreikassa, Italiassa, Ranskassa ja Saksassa.
Ylen toimittajana Jessikka Arolla on ollut erinomaiset mahdollisuudet vaikuttaa mielipiteisiin Valtiotaidon instituutin Venäjän uhka -narratiivia kaiuttaen, mikäli hän on – tai on ollut – instituutin palkkalistoilla.

Venäjän uhka -propagandan tuottaminen on ollut trollitehtaan asiakirjojen perusteella erittäin suunnitelmallista.

Propagandaohjelmien lähetyksille on omat tuotanto- ja lähetysaikataulunsa sekä mediayhteistyökumppanit.
Asiakirjojen perusteella kerrontaa on pyritty hallitsemaan paitsi median kautta, myös muutoin. Ison-Britannian alahuoneen suullisessa kuulemisessa professori Kalina Bontsheva kertoo trolliverkoston pyrkivän eroon Twitteristä siirtyäkseen enemmän Facebookiin; tämä on loogista, koska Facebook on yksi trolliverkoston rahoittajista ja sen tiedetään jaelleen Fb-käyttäjien yksityisiä tietoja mm. brittiläiselle Cambridge Analyticalle, joka sitten käytti niitä sekaantuakseen Yhdysvaltain presidentinvaaleihin. Loogista tämä on myös siksi, että Facebook tekee alustallaan sensuuriyhteistyötä Atlantic Councilin (eli NATOn) kanssa.

Trolliverkoston kokouksiin osallistuneita Atlantic Councilin jäseniä ovat ainakin Robert Nurick, Elisabeth Braw, Anders Aaslund ja Ben Nimmo. The Times -mediasta osallistuneita ovat Dominic Kennedy, David Aaronovitsch sekä Deborah Haynes; toimittaja-kirjailija Anne Applebaum, Carl Miller Demos-ajatushautomosta sekä sveitsiläinen Monthly Barometer -mielipidetutkija Thierry Malleret.
Medioista mukana ovat olleet mm. Business Insider, The Globalist ja Newsweek. ”Tarvittaessa aktivoitavia agentteja” on eri maissa ”hallitusten sisällä”, ja nämä ”tullaan aktivoimaan [trolli]verkoston kehittyessä”. Asiakirjojen espanjalaisnimistä monilla oli kongressin sähköpostiosoite.
Ison-Britannian lähetystöjen lisäksi mukana toiminnassa ovat ”journalistiset organisaatiot” eli mediat, British Banker’s Association (pankkiirien liitto), British Insurers (vakuutusyhtiöt) ja London Stock Exchange (Lontoon pörssi), jotka ”luovat suhteita eurooppalaisiin vastineisiinsa”, selviää II-vaiheen kustannusarviosta.

Trolliverkosto on lietsonut Venäjän uhkaa, yrittänyt vyöryttää syyn Katalonian itsenäistymispyrkimyksistä ja Brexit-äänestyksestä Venäjälle ja tukenut Venäjän syyllistämistä Isoon-Britanniaan luovutetun venäläisvakooja Sergei Skripalin ja hänen tyttärensä Julian ”novichok”-hermokaasumyrkytyksen tapauksessa. Valtiotaidon instituutin asiantuntija- ja jäsenlistoissa vilahtaa Sergei Skripalin brittiläisen käsittelijän, tiedustelumies Pablo Millerin nimi.
Miller on tavannut Syyriassa hääräävän ”pelastusjärjestö” White Helmetsin toimijoita (White Helmets ”pelastaa” vain länsi- ja saudirahoitteisten ISIS-palkkaterroristien hallussa olevilla alueilla). *

Kaikki tällainen herättää kysymyksiä Skripaleiden myrkytyksestä ja siitä, onko kyseessä jälleen vain yksi trollitehtaan tuottama Venäjän uhkakuvilla pelotteleva mielipiteiden hallintaoperaatio. Trollitehtaan Skripaleja koskevien asiakirjojen läpikäyminen toivottavasti tuo lisävalaistusta tähän ja muihin kysymyksiin Skripalien tapauksesta.
Instituutin rahoittajista ainakin NATOlla on hyötymotiivi: kylmän sodan päättymisen jälkeen sotilasliiton tarpeellisuutta on alettu yhä voimakkaammin kyseenalaistaa; tälläkin hetkellä Ranskassa Keltaiset liivit, Gilets Jaunes, vaativat Ranskan eroa NATOsta (ja EU:sta).

Euroopan laajuinen verkosto – Euroopan laajuinen salaliitto?

”Euroopan laajuisen verkoston luominen sellaisista ryhmistä, jotka ymmärtävät Venäjän aktiivisten toimien vaaran, ja jotka voivat kuljettaa päätöksen oman maansa päätöksentekijöille sekä suurelle yleisölle, usein käyttäen materiaalia, joka on meiltä peräisin […]”, kuvailee asiakirja nimeltään ”The Integrity Initiative: Bid for MoD funding 2017-2018”. Esittelytekstin mukaan Integrity Initiative, ”rehellisyysaloite”, perustettiin vuonna 2016 yhteistyössä Brysselin vapaan yliopiston (VUB) kanssa. Verkostojen verkostoksi itseään kuvaileva hanke on verkostoitunut ainakin Ukrainan salaisen palvelun, Liettuan Stratcomin, NATOn ja maksettujen toimittajien kanssa.
Asiakirjoja selaamalla löytyi Jessikka Aron ohella yhteistyötä tekevien toimittajien nimiä Kreikasta, Italiasta, Ranskasta ja Espanjasta. Trolliverkoston levittäminen Suomeen, Islantiin, Tanskaan, Ruotsiin, Yhdysvaltoihin, Sveitsiin, Turkkiin, Lähi-Itään, Balkanin maihin sekä Kanadaan – vain joitain mainitakseni – on kirjattu suunnitelmiin. 
Toisaalta Pohjoismaisen trolliklusterin suomalaisina koordinaattoreina ja kokousosanottajina mainitaan puolustusvoimien Pauli Järvenpää sekä ulkopoliittisen instituutin (UPI, englanniksi FIIA) Katri Pynnöniemi, Espoosta jälkensä häivyttänyt WGconsulting-yrityksen Ian Robertson sekä Andras Racz (FIIA). Yhteistä asiakirjoista löytyville, eri maita edustaville nimille on, että media käyttää heitä usein asiantuntijoina sekä julkaisee heidän mielipidekirjoituksiaan silloin kun Venäjän uhkakuvaa tulee tarvetta alleviivata.
”Vasta-aktivismin” eli institutionaalisen trollauksen menetelmiä

Tuotetusta materiaalista laadittujen tuotantoaikataulujen ja tuotteiden otsikkojen lukeminen oli opettavaista jos kohta yksitoikkoista, koska kaikki käsittelivät ”Venäjän pahuutta” ja ”epärehellisyyttä” jostain tulokulmasta.

Vasta-aktivismin (counter-activism) menetelmiä kuvataan seuraavasti:

  • Venäjän propagandaa ja valeuutisia jakavien medioiden ja vaikuttajien ”maksettavaksi tulevaa hintaa” korotetaan
  • ”Name and Shame”, ”Nimeä ja häpäise”. Venäjän propagandan jakamisesta ja valeuutisten levittämisestä kiinni jääneet mediat ja vaikuttajat (ja kuinka ollakaan, viime viikkoina suomalaisten vaikuttajien leimaaminen Venäjä-mielisiksi on kiihtynyt, vrt. esim. HS:n Esko Aho -haastattelu ja IS:n pääkirjoitus Ahosta)
  • Rajoita em. tahojen näkyvyyttä verkossa hakukoneita ja sosiaalista mediaa hyödyntämällä (Fb-sensuuri, shadowbanning, google-algoritmit jne.).
  • Vähennä kohteena olevien medioiden ja yksilöiden tuloja rohkaisemalla mainostajia olemaan tekemättä yhteistyötä heidän kanssaan. [Tätä menetelmää on käytetty mm. MV-lehteä ja Ilja Janitskinia vastaan, toim.huom.]
  • Laukaise ”vastaiskuja välikohtauksia vastaan” (Response to incident) -operaatioita kyber- ja hakkerointioperaatioita vastaan, erityisesti vaalien aikana vahinkojen minimoimiseksi jne.

Infosodassa on käytössä monenlaista aseistusta. ”Vasta-aktivismi” –uutisointia toteutetaan tv:ssä, radiossa, online- ja printtimedioissa mutta myös luentoina, seminaareina ja kursseina.

24. maaliskuuta Ofcomille on toimitettu kahdeksan valitusta koskien venäläiskanava RT:n ”epäonnistumista tarpeellisen puolueettomuuden varmistamisessa” sekä pyydetty virallista tutkimusta asiasta.

Esimerkkinä käyttämäni tuotantoaikataulu on luonnollisesti pidempi, mutta jo tuossa on mukana yliopistoluento, lehti, brittiparlamentin alahuone sekä valekantelu. Tämän tyyppisissä asiakirjoissa tuli vastaan myös Jessikka Aron nimi. Arolle oli varattu esitelmöintiaikaa toukokuun 2016 puolivälissä teemalla ”Report on Russian trolls and far-right ties” (ks.  linkitetyn dokumentin toinen sivu).

Mainittakoon tässä yhteydessä, että Ylen kolumnisti Janne ”Rysky” Riiheläinen on pyrkinyt mm. ”Teologin viestintätaidot” -kurssilla pitämässään luennossa sekä Maanpuolustusyhdistyksen MPK luennossaan leimaamaan objektiivista uutisointia julkisesti vaativia Venäjä-mielisiksi disinformaatio-indikaattoreiksi.


Oletetaan hetkisen ajan, että Jessikka Aro on toteuttanut Valtiotaidon instituutilta saamaansa tehtävää pitää esillä Venäjän trolleja. Löytyykö siitä selitys siihen monia kummastuttaneeseen ja toisia ärsyttäneeseen seikkaan, että niin valtiollinen Yle kuin kaupallisetkin mediat Suomessa – mutta myös valtioissa joihin Valtiotaidon instituutin trolliverkosto on levittäytynyt – ovat antaneet neljän vuoden aikana runsaasti ohjelma-aikaa ja palstatilaa Ylen toimittaja Arolle uhriutua julkisesti kokemastaan Venäjän trollien vainosta.

Yhtään Venäjän trollia ei ole vielä löytynyt, vaikka todennäköisesti jopa Suomen puolustusvoimien tiedustelu on etsinyt ruplarahoitusta.

Ensimmäinen maininta Venäjän trolleista on peräisin Yhdysvaltain kylmän sodan aikana perustetulta operatiiviselta mediayksikkö Radio Free Europe / Radio Libertylta (RFE/RL), vaikka Aro ei sitä kertaakaan trolliartikkeleissaan mainitsekaan.
RFE/RL:n aloitettua trollirummutuksen viestikapulaa lähti viemään brittien valtiollinen mediayhtiö BBC, jonka jälkeen tarina Venäjän trolleista ilmestyi vähän jokaiseen länsimaisen massamedian aviisiin. Kun huomioidaan Yhdysvaltain ja Iso-Britannian tiedustelupalvelujen yhteistyön pitkä jatkumo sekä Suomen hallituksen harrastama Suomen hivuttaminen NATOon, avautuu aivan uusia näkökulmia Aron toimituksellisiin motiiveihin.
Suomen hallitus lähetti taannoin sata virkamiestä Yhdysvaltoihin Harvardiin opiskelemaan trollien tunnistusta ja torjuntaa. Olisi naiivia uskoa, ettei myös trollausmateriaalin tuottaminen tulisi kuulumaan näiden virkamiesten toimenkuvaan.

”Deep State” -rakenteita Suomessa?
Suomalaiset veronmaksajat maksavat Ylen toiminnan. Hallitus on kuitenkin esittänyt (linkin sivulla Y 78) Ylen rahoitusta siirrettäväksi budjetin ulkopuolelle vuonna 2019. Johtuuko esitys rahoituksen siirtämisestä budjettikehikon ulkopuolelle tarpeesta rakentaa Ylestä demokraattisen kontrollin ulkopuolella oleva propaganda- ja psykologisen sodankäynnin yksikkö?

Mikä tällaisen tarpeen voisi synnyttää? Mistä rahoitusta tulisi? Kuka kontrolloisi uutisointia? Kenen hyväksi?

Moni haluaisi epäilemättä mielellään tietää, toimiiko trollitehtaan papereissa vilahteleva Aro viidennen kolonnan jäsenenä Ylen johdon ja hallintoneuvoston tieten, toisin sanoen onko vastuulliseksi mediaksi itseään kutsuvan Ylen johto osallisena brittien ja NATOn trolliverkoston operaatioissa?
Olettamus ei ole hatusta vedetty, sillä Yle kärähti vuonna 2016 osallisuudestaan informaatiosotaan, ja nimenomaan Jessikka Aron  kautta.
Oliko eduskunta esimerkiksi tiedustelulain hyväksyessään tietoinen kaksoisroolista, jota Aro on kenties näytellyt? Voidaanko laki katsoa lailliseksi, jos sen käsittelyvaiheissa eduskuntaan on pyritty vaikuttamaan vieraan valtion taholta? 
Onko yhdellä tai useammalla Suomen valtion instituutiolla – puolustusvoimat, UTVA, tp-UTVA, ulkoministeriö, hallitus – tai joillain avainpoliitikoilla ollut tieto Aron mahdollisesta kaksoisroolista, ja onko tieto salattu tarkoituksella eduskunnalta?
Tällaista olettamusta ei voi sulkea pois ilman avointa ja läpinäkyvää tutkimusta, koska Alexander Stubbin (kok) poliittinen avustaja Jori Arvonen (kok) lupasi vuonna 2009 Yhdysvalloille kokoomuksen vievän Suomen NATOon. Vuoden 2009 jälkeen Suomeen on perustettu mm. lainkäytöllisesti koskematon hybridiosaamiskeskus, joka mm. monitoroi kritiikkiä esittävää väestöä.

Edellä pohdiskellun valossa Jessikka Aron purkaukset eduskunnan kuulemisessa olisivat Suomen eduskuntaan kohdistettua informaatiosotaa. Laissa on pykäliä tällaista toimintaa varten. Samoja voisi kysellä Sauli Niinistön (kok), Jussi Niinistön (kok) ja muutaman muun poliitikon mahdollisten kaksoisroolien suhteen kun tarkastellaan tapaa, jolla media on – tai oikeamminkin ei ole – avannut isäntämaasopimusta, tai Yhdysvaltain sekä NATOn sotaharjoituksia Suomessa. 
Väistämättä syntyy mielikuva hallituksesta viidennen kolonnan esikuntana.
Herää myös kysymys siitä, kuinka moni suomalainen toimittaja on tämän tai jonkin vastaavan trollitehtaan palkkalistoilla tuottamassa länsipropagandaa? Paljonko uutistarjonnasta on rehellistä uutisointia ja paljonko propagandaa?
Hallitaanko meitä suomalaisia kulissien takaa, vieraista valtioista, vieraista instituutioista käsin? Toteutuuko Suomessa tai länsimaissa tiedonsaantioikeus, oikeus muodostaa informoitu mielipide? Trollijahti  saattaa kuulostaa huvittavalta, mutta Venäjän trollien olemassaoloon ja trollitehtaan tuottamaan Venäjän uhka -narratiiviin vedoten on länsimaissa pystytetty erinäisiä kontrollirakenteita kuten tiedustelulaki, some-sensuuri ja vihapuhe-esto, ja tuoreimpana GCM-sopimus. Kaikilla näillä rajataan sananvapautta kieltämällä mielipiteensä kertominen.
Vapaus ilmaista mielipiteensä on yksi demokratian kulmakiviä. Jos sinulta kielletään puheoikeus, tiedät että tyytymättömyyden aiheita on niin paljon, etteivät valtaapitävät keksi tilanteen korjaamiseksi enää muuta kuin kieltää tyytymättömyyden aiheista puhumisen.
Tuntee uteliaisuutta: olisiko, voisiko Ilja Janistskinin ja MV-lehden ajojahti olla osa jotain NATOn trollitehtaan operaatiota, jolla ei-toivotut eduskuntavaaliehdokkaat poistetaan kisa-areenalta; onhan oikeudenkäynnissä Janitskinia vastassa kantajina Ylen toimittaja Jessikka Aro, Yle ja Sanoma Oy. Kaikenlaista on ennenkin tehty, että on saatu sopivat miehet vallankahvaan kun valtiolaivaa aletaan kääntää sellaiseen suuntaan, johon matkustajat eivät halua. Poliittinen vaino ei ole uusi keksintö. Laissa on tätäkin koskien pykälät.
Mikäli MV-lehden Ilja Janitskinin asianajaja pystyy osoittamaan Aron Valtiotaidon Instituutin kumppanitoimijaksi, trolliksi, millainen olisi seurausvaikutus esimerkiksi Ilja Janitskinin oikeudenkäyntiin? Voiko oikeuslaitos olla huomioimatta tämänkaltaisia todisteita päättäessään Janitskinin ja Johan Bäckmanin kohtaloista? Vai lähdetäänkö tarjoamaan sovittelua, jotta NATOn trollitehtaan mahdollinen osuus ei pääse julkisuuteen?
Sisäistäkää tämä: Kaikki valtiolliset tahot käyvät infosotaa, ei vain Venäjä. Kaikki valtiolliset tahot käyvät infosotaa myös omia kansalaisiaan vastaan. 

Virallinen Totuus on politiikan tekoa, ei koko Totuus.

Sisäistäkää myös tämä: Edustuksellinen demokratia on hierarkia. Niin kauan kuin hierarkian edunsaajaryhmät saavat päättää, keneltä otetaan ja kenelle annetaan, mikään ei muutu – paitsi pahemmaksi.

FOLLOWING IG REPORT, EIGHT DEMOCRATIC SENATORS DEMAND SECRETARY POMPEO ANSWER FOR DEPARTMENT’S LIES ABOUT RESCINDING AWARD TO JOURNALIST


WASHINGTON – Senate Foreign Relations Committee Ranking Member Bob Menendez (D-N.J.), was joined today by Senators Patrick Leahy (D-Vt.), Dick Durbin (D-Ill.), Ben Cardin (D-Md.), Jeanne Shaheen (D-N.H.), Chris Coons (D-Del.), Ed Markey (D-Mass.), and Cory Booker (D-N.J.) in sending a letter to Secretary of State Mike Pompeo following the publication of an Inspector General report they jointly requested, which found that Trump Administration officials lied to the public and Congress about why it rescinded the International Women of Courage (IWOC) award from Finnish journalist Jessikka Aro.


The Inspector General confirmed State Department officials decided that Ms. Aro, a renowned campaigner against Kremlin propaganda, was “not suitable” for the award after they discovered she had criticized President Trump for labeling journalists as “enemies of the people.” When questioned, Department officials lied to the media and Congress by saying Ms. Aro had been “incorrectly notified.”




Noting that Ms. Aro is “a brave reporter who was defamed, stalked, and threatened after she exposed a Russian troll farm,” the Senators wrote that rescinding the award was “a sad moment for U.S. diplomacy, and contrary to the ‘basic right of speech’ that the Department criticizes authoritarian governments for suppressing.” The Senators called on the State Department to “embody the values that it encourages other countries to embrace” and told Secretary Pompeo that “the Department should fix its error, apologize to Ms. Aro, and correct the record of its deceptions to the public and Congress.”




The IG investigation followed a March 2019 report prepared by Democratic staff of the Senate Foreign Relations Committee, which called into question the State Department’s claims about rescinding the award. Ms. Aro has been the target of online harassment for her investigative journalism about Russian disinformation campaigns and also helped expose the Internet Research Agency, a Russian troll farm that interfered with the 2016 U.S. presidential elections in favor of Donald Trump. Pro-Kremlin trolls used the Department’s decision to rescind the award in their renewed attacks on Ms. Aro.

Dear Secretary Pompeo,

The State Department’s Office of Inspector General (OIG) recently released the results of an investigation—started at our request—into the Department’s decision not to award the Secretary of State’s International Women of Courage (IWOC) award to Finnish journalist Jessikka Aro.

Ms. Aro is a brave reporter who was defamed, stalked, and threatened after she exposed a Russian troll farm—the same operation that later interfered in our presidential election and was then indicted by the Department of Justice on eight criminal counts.[1]

Our diplomats in Helsinki recognized her courage and nominated her for the 2019 IWOC award, and you agreed that she should receive it. But when State Department interns found that Ms. Aro had criticized President Trump’s attacks on the media—such as his labeling of journalists as “enemies of the people”—senior officials deemed her “not suitable” for the award.[2]

Embassy officials objected, arguing that her statements were “legitimate political speech” and pointing out that she “has the fullest backing of our counterparts who chair the Finnish President’s whole of government approach to strategic communications and countering malign influence.”[3] But senior officials would not yield—they feared “what she may say …. on the same stage as the Secretary”—and Ms. Aro was removed from the list of awardees.[4] It was a sad moment for U.S. diplomacy, and contrary to the “basic right of speech” that the Department criticizes authoritarian governments for suppressing.[5]

Perhaps recognizing this hypocrisy, senior Department officials then concealed the truth.
A spokesperson told the media that Ms. Aro had been “incorrectly notified” that she was an award finalist.[6] And despite warnings from embassy officials that this claim could be “easily disproven,” officials told Congress the same fib.[7] Department officials, OIG concluded, made “statements to the public and congressional staff that inaccurately asserted that Ms. Aro was erroneously notified that she had been selected for the award.”[8] In brief, they lied.

Ms. Aro deserved the IWOC award. The United States, through the Department of State, should embody the values it encourages other countries to embrace. Rescinding an award for journalistic courage because an individual exercised their freedom of speech sets a terrible example and makes a mockery of the Department’s professed commitment to free expression. The Department should fix its error, apologize to Ms. Aro, and correct the record of its deceptions to the public and Congress.
