Question (at 1:03:45 in): Hi, I’m Norma Field calling from Chicago… I’ve seen that those huge plastic garbage bags that hold the waste from so-called decontamination in some places now have little chimneys attached to them. I’m imagining that since this is often organic waste that’s been baking under the sun, there are gases that have to be releases. Now, how effective are those bags at containing radionuclides if they have to be off-gassed in that way? Thank you.

You’re very observant. I noticed that when I was over there, too. I’ll let our other listeners know – when you think of these large fields of bags, they have organic matter in them.
They have leaves and grass clippings and tree limbs and on and on, that as they decay, they give off methane gas, which of course is flammable. And the Japanese are terrified that they’ll get a fire – essentially spontaneous combustion in the center of these large piles, that could re-volitalize a million bags of radioactive waste again. So they have pipes sticking out of the piles at predetermined locations in an attempt to allow the radioactive and non-radioactive gasses – the explosive gasses, to leak out. I just keep thinking that sooner or later a lightning strike is going to cause one of these dumps of perhaps a million bags of radioactive contaminants to go up in fire again… What the Japanese are doing – and I witnessed this, we have some pictures up on the site about this – is they’re taking the bags with the least contamination – and they’re still contaminated – and burning them in incinerators that they’re building. No one is getting good data on what’s coming out those stacks, but I believe that the cesium is being released right up the stack again… I probably went on way too long a rant for that question, but my hat’s off to you for understanding that these piles of bags not only are radioactive but they’re potentially flammable.

New Scientist, May 5, 2017 (emphasis added): Fukushima accident gave everyone an X-ray’s worth of radiation — “We don’t need to worry,” says Nikolaos Evangeliou at the Norwegian Institute for Air Research, whose team has conducted the first global survey of radiation exposure caused by the meltdown of three nuclear reactors at the Fukushima-Daiichi nuclear plant… Evangeliou’s team has calculated the approximate exposure of everyone on Earth to two radioactive isotopes of caesium… He has estimated the dose that most individuals received to be 0.1 millisievert. “What I found was that we got one extra X-ray each,” says Evangeliou… But Evangeliou says that the effects on wildlife around the plant might be more severe. Already, he says, increased levels of radiation around Fukushima have been linked to declines in bird populations there between 2011 and 2014. “There have also been reports of declines in other species such as insects and some mammals,” he says…

Evangeliou et al. (pdf), European Geosciences Union General Assembly 2017: Global transport of Fukushima-derived radionuclides from Japan to Asia, North America and Europe. Estimated doses and expected health effects… A large number of fission products were released and transported worldwide. We estimate that around 23% of the released 137Cs remained into Japan, while 76% deposited in the oceans. Around 163 TBq deposited over North America, among which 95 TBq over USA, 40 TBq over Canada… About 14 TBq deposited over Europe… and 47 TBq over Asia… 69 TBq deposited in the Arctic, as well. An attempt to assess exposure of the population and the environment showed that the effective dose from gamma irradiation during the first 3 months… in the rest of the world it was less than 0.1 mSv. Such doses are equivalent with the obtained dose from a simple X-ray… However, monitoring data have shown that much higher dose rates were committed to organisms raising ecological risk for small mammals and reptiles in terms of cytogenetic damage and reproduction.

Nuclear Power International magazine, May 2, 2014: Workers find damage to underground radioactive storage bags at WIPP — Photos taken from re-entry into the underground storage area of the Waste Isolation Pilot Plant in New Mexico showed damage to bags of magnesium oxide [...] on top of waste containers to prevent the radioactive material from releasing into the environment over a 10,000-year period.
Albuquerque Journal, May 2, 2014: The magnesium oxide bags, [weigh] up to 4,200 pounds […] Deputy Recovery Manager Tammy Reynolds said the damaged bags were found in the storage room where the leak is believed to have occurred [...] at least one bag had been “grossly disturbed,” with its outer material apparently “disintegrating,” she said.

Tammy Reynolds, Deputy Recovery Manager at WIPP, May 1, 2014 (at 11:45 in): Some of these bags along the wall here… the form of those bags is not the same. They’re not upright… and also they look like they’ve been disturbed and don’t necessarily look like the material is contained in the bags… this bag has been grossly disturbed… the material on the outside of the bag looks almost like it’s been disintegrated or destroyed and you’re seeing the magnesium oxide sitting there without the bag around it… It looks like the material on the bag is no longer intact… It tells us that something has disturbed these bags, something has degraded the material on the outside… The roof of the mine looks good… we’re still not ruling out any possibilities at this point.
